if you have multiple projects with the same team, I think your last problem is forecasting resources usage: context switch, overload, priorities are usually the enemy.
I suggest seeing the problem from a different view and use a time-boxed approach: google for Scrum.

Scrum encourages participants to work in time-constrained increments.
Having multiple datapoints that can be measured in terms of "we did this much work in this much time" can help to create forecasts.
