Performance management and measures

Hello guys,

I am half way with my assignment, and got stuck, so I am asking for your help.
This is the topic:
If you were to advise Mayor of London, Boris Johnson, on the TfL, what would be the features of Performance Management of the TfL you would recommend to implement? What elements of the TfL would you measure? Please remember that TfL is a monopolistic organisation and ignore the fact that TfL also manages the London Congestion Charging Zone.

I have described both performance management and performance measures, made a link between and clear distinction between them. Our lecturer asked us to talk about game theory, so my question is, what game can London mayor play with transport for London management ?
What would you guys recommend for TfL management and what would you measure?
