What is the accepatble follow up process for open position that has been applied to?
I have applied to several positions online or have sent my resume to HR departments. For many, I have not heard back on whether or not my resume has been rejected, or if it is being considered, or if the position is still available. I would like to follow up and find out the status of the interview process and my application.
I know after an interview, the timeframe is weekly. Does this follow for positions that have been applied for but there has been no communication back? SWhat is an acceptable frequency of follow up? Should the follow up be split between phone and email?

Sure, weekly is fine.
There's no official guideline, but weekly won't hurt. Companies are terrible about notifying folks that positions have been filled, though there are plenty of good reasons for this.
And, after 16 weeks, let it go, and assume you're not going to get anywhere.

Job app. follow up - agencies and online systems
Does anyone out there have any knowledge about effective following up through agencies and online systems?
My experience is that many companies and agencies avoid giving out names of the recruiter and/or use online application systems (Taleo being one) where there is no way of finding out who is handling a vacancy. On calling the company/agency, I often find I am being told they don't give out names a matter of policy.
I can understand their point of view, but I'm loathe to just send off my application and then just cross my fingers (apart from anything else, it's hardly the way to approach other professional challenges).
If anyone has any suggestions for effective follow up actions, particularly from the point of view of the recruiting professional, I'd very much like to learn about them.
