What are effective ways for passing along information from higher levels to my directs?

I recently received an e-mail from my manager that was sent to our team distribution list. The e-mail had attached to it a new travel form that the corporation requires all employees to carry with them while on business travel. My manager's section only had his signature block and the rest of the e-mail was the residue of four levels above him forwarding the e-mail along with various comments made along the way. I often get this sort of e-mail from different managers within the company, so it is not specific to this individual.

I want to hear from other Manager Tools managers on the behaviors they take in this situation. Thank you.

I pass these messages along without all the other forwarded info. What I do is briefly recraft the message body with rationale for implementation of whatever they are receiving. It also helps me to retain the material that was sent, and prepares me for any questions if I have to think on how the material impacts my team a bit. I really don't like getting "fyi" messages myself, so I figure my directs don't either.
