It's often talked about collaboration and growing high performance teams through coaching, however to do that a manager has to 1) gain trust and 2) be able to be accountable and responsible for mistakes instead of blaming others. This is contrary to command and control autocratic style and while decisions are taken ultimately by the manager those are informed decisions.
