 First, want to thank the Manager Tools, the interview podcast series is great!

I had an interview with the hire manager, followed up with him 2 days later and get a very quick response saying '...will be in touch soon regarding next steps...', and then get a call from the HR asking my current package. At that moment, I thought I got at least the second round or something. 

But then no response, not at all, for 2 weeks. I've done a second follow up with both the HR (told me to follow up with the hire manager) and the hire manager (no response).

So I am wondering what's the deal here? Should I try to contact again or to convince myself that I am rejected?

You have the interviewing series, so you already know the answer to that: keep following up and always keep the tone positive.

Actually, just got an email and saying that they are having some organizational changes and this decision was held on.
I took the email as a positive message as they really don't need to tell me anything about that if they are not interested in me.
