I joined a small pre-revenue company several months ago. Upon negotation of my salary I was promised a raise of XYZ amount based on a successful performance evaluation.  Recently, it was announced that our company has one year of operating capital, and we are two years away from fixing problems that would enable us to generate revenue (although we may actually be closer). Management promised no layoffs.

I had no expectations regarding my raise as we had taken steps to reduce costs and restructure to do more work with less. To my surprise, I did get a performance evaluation and a partial raise.  The reason I was given for not getting the full amount was that my review was negative.  The issues brought up were minor and to me they seemed like handwaving.  Any advice?

It hurts. There is a cast covering such situations:

Key idea: Do not be defensive, and, independent of whether you agree...your boss believes it to be the case.  Take action...change your behavior.
