How do I encourage future behavior before I have developed relationships with my directs?

I'm not ready to roll out feedback to my restaurant staff. Meanwhile directs are showing up late, making harmful decisions, and neglecting product knowledge. My boss grows restless while I don't discipline my directs for these behaviors.

Background info: I manage 40 directs and almost all of them have a second job/school. Weekly one on ones are not feasible (nor allowed by my boss) so I do them as often as I can, targeting my top performers.
