I am interested in ideas on effectively collecting feedback on manager performance.  I have directs that are managers, but am investigating this question for our organization overall.

The Performance Evaluation casts discuss collecting feedback and one of the areas of feedback is from the Organization.  For a manager, it seems that this would include the manager's directs.

We started to think in terms of 360's, but I studied the Manager Tools information available on that topic and realize the problems inherent in that approach.

The answer to the 360 Feedback issues was basically that the manager should consistently ask and be open to feedback from their directs.  I support this approach, but it does not address my issue of visibility as I would not be in the 1-1's the manager is having with their staff.
