Interview Creation Tool and Terms of Use

Just had a hread through of the MT Terms of Use and it looks to me like it probits the use of interviews generated with the Interview Creation Tool...

 

Is this an oversight?  Intentional?  Just a misread due to my non-lawyer layman reading?

BLUF you can use it, your boss/team/peers can't.
 
As I understand, a single user can use it to create interview for a position whom the person hired will be their direct report.
What you cannot do is pay for an individual licence for it then allow anyone in your company to use it to create interviews for any position.
