Any advice for how to build effective relationships with those managers. Should I have less frequent O3's with them? Any other tips or podcasts that could help?

My general impression is that not doing "skip O3's" is the preferred course of action.  There's other mechanisms to communicate downward, while upward needs to include the intermediate manager as a matter of course.  See forum thread for some starters;  augment by typing "skips" into the search box on this page or the home-page.

There's a podcast which talks about such a meeting from the subordinate's perspective.
