Good resources for writing effective policies?

I am looking for recommendations on resources that will help me write effective polices.

I am in a new management role at a University where I mange a group of network engineers. There are no existing written polices in place that help the engineers be consistent in our processes and procedures. I have never very good at writing policies, procedures sure, but policy I seem to struggle with. Are there any free resopurces that you have used that you could point me to that might be helpful in writing effective policies?
