Keeping a move (internal or external) confidential until it's formally announced is often a requirement of the move. Your company doesn't need the waves that will be made by people finding out in advance. There's other people involved who may not yet know what their fate is, and speculation leads to lower productivity. As much as you want to shout your promotion or move from the rooftops, staying quiet is better, both when you might have discussed the move, and when you're preparing to make it.
