A new opening in my department has been announced for which I would like to apply.

I am currently a Manager I and this is a Manager II in the same department - same Vice President.  Instead of reporting to the Director (who then reports up to VP) it would be a direct report of the VP.

I plan to throw my name into the ring but want to make sure I go about it the right way. Since this is within our department, it's not through the usual internal hiring process but I'm sure there will be interviews and the like. 

My plan is to submit my resume along with a "cover letter" of sorts in the body of the email.  Usually I'm such a confident writer but in this case I just am not sure where to start.  

Below is a VERY rough idea of what I'd like to send but I'm open to any suggestions/word-smithing this group can offer. I really want to make a strong showing for this.

* I already know the VP. We don't interact daily but we do meet several times a month (part of groups) on various status reports/projects

I would like to be considered for the position of Operations Manager II for the XXX Team.
 
I have been with {our department} over 2 years and have made significant contributions to improving customer experience and decreasing cost. These include implementation of the XXX process that decreased processing time and improved reporting accuracy for customer refunds and the integration of the XXX team in 2013, improving days out of Service Level from 0% to 90% during Q4 2013 and continuing to improve in 2014.
