Executives are supposed to give feedback just like managers do. It usually doesn't work out that way.

Executives and feedback are a funny pairing. Some executives are exempt from getting it, and, as we might imagine, that makes those who don't get it less likely to give it. Some executives are exempted from even giving it, and sometimes for good reason. But any effective analysis of any executive system also includes the effects of organizational example setting, which is where executive feedback becomes, well, wicked.
